Provisional Neutrality Issue Stamps
When founding the Republic of China, the postage stamps issued in Ching Imperial regime has no longer suitable use, then the Temporary Republic government leaded by the Provisional President Dr. Sun Yat-Sen at Nanking asked the Directorate of General Posts in Peking to overprint the London Print Coiling Dragon, Jumping Carp, and Flying Goose Issue stamps with 4 Chinese characters “Republic of China” for temporary using and indicating the political regime transferred, but the French T. Piry, currently as Inspector General of Directorate of General Posts with taking a wait moment mind ordered the Customs Statistical Department in Shanghai to overprint with 4 Chinese characters “Provisional Neutrality” instead.
This set of overprinted “Provisional Neutrality” Issue stamps has 15 denominations and planned to release since January 1912 (Republic 1st Year). However, this set of stamps was recalled and stopped selling in public by the strongest protest from the Temporary Republic government at Nanking, but four kind’s denominations of 3-cents, 1-dollar, 2-dollars and 5-dollars stamps already had been sold in Foochow Post Office officially at end of January 1912.
